Ooptoegangsfonds

Universiteit Stellenbosch Ooptoegangsfonds

Die Universiteit se Ooptoegangsfonds het tot stand gekom om aan navorsers van die Universiteit Stellenbosch (US) wat in ooptoegangstydskrifte wil publiseer, befondsingsbystand te verleen. Ooptoegangstydskrifte verwys na portuurbeoordeelde vaktydskrifte wat aanlyn gepubliseer word en wat onmiddellik ná publikasie vryelik beskikbaar is.
 
Deur die beskikbaarstelling van die fonds poog die Biblioteek om die Universiteit se navorsers met publikasie in ooptoegangstydskrifte te ondersteun. Die doel is om sodoende op aktiewe wyse:
  • die Universiteit se ooptoegangsmandaat te versterk en op sigbare wyse te ondersteun;
  • toegang tot die Universiteit se navorsing en kennisproduksie te fasiliteer en bekend te stel;
  • navorsingskapasiteit in die organisasie en streek te ontwikkel deur die deel van navorsingskennis en -praktyke;
  • nuwe publikasiemodelle in akademiese vakkundigheid wat die deel van kennis fasiliteer en toegang tot inligting optimaliseer, te bevorder en te ondersteun. Sodoende hoop die Biblioteek om ondersteuning te bied aan ooptoegangsuitgewers en om beter metodes vir die verkryging van vakkundige biblioteekmateriaal te fasiliteer;
  • aan US-outeurs blootstelling aan oop toegang en al die variasies daarvan te gee; en
  • die stygende koste van biblioteekmateriaal en toegang tot vakkundige kennis te bestuur.

Bogenoemde word bereik deur die onderstaande koste of uitgawes te dek of te subsidieer:

  • Outeursfooie vir publikasie in ooptoegangstydskrifte.
  • Institusionele lidmaatskap van ooptoegangsuitgewers soos BioMed Central (BMC) en Public Library of Science (PLoS). Institusionele lidmaatskap onderskryf ooptoegangspublikasie wat die geleentheid skep vir die subsidiëring van outeursfooie van die Universiteit Stellenbosch se navorsers wat in hierdie tydskrifte publiseer.
  • Outeursfooie vir publikasie in gewone vaktydskrifte waar ‘n addisionele fooi vereis word ten einde oop toegang tot ‘n outeur se gepubliseerde artikel te verkry.

Outeurs kan aansoek doen vir befondsing om die volgende uitgawes te dek of te subsidieer:
  • Outeursfooie of fooie vir die hantering van vakkundige artikels vir publikasie in ooptoegangs-, portuurbeoordeelde vaktydskrifte.

Is daar enige beperking op die bedrag waarvoor aansoek gedoen mag word?

Die Biblioteek sal outeurs- of publikasiefooie befonds tot ʼn maksimum van R25 000 per outeur per jaar. Die Biblioteek behou die reg voor om, te eniger tyd, die maksimum perk vir befondsing van outeurs te verhoog of te verlaag ten einde te verseker dat soveel outeurs moontlik die Fonds kan gebruik.

In watter ooptoegangstydskrifte mag gepubliseer word om in aanmerking te kom vir befondsing uit die Ooptoegangsfonds?

Daar is nie ’n spesifieke of beheerde lys van ooptoegangstydskrifte wat deur die Fonds gedek word nie. Die Biblioteek beveel aan dat die volgende bronne geraadpleeg word om ooptoegangstydskrifte te identifiseer:
  • Directory of Open Access Journals (DOAJ): DOAJ is een van die mees omvattende lyste van ooptoegangs-, gehaltebeheerde wetenskaplike tydskrifte wat alle akademiese terreine dek.

  • Biomed Central (BMC): BMC publiseer 233 portuurbeoordeelde ooptoegangstydskrifte op die terreine van mediese navorsing en biologie.

  • Public Library of Science (PLoS): PLoS publiseer portuurbeoordeelde ooptoegangstydskrifte op die terreine van medisyne en wetenskap.

  • SUNJournals: Ooptoegangstydskrifte wat deur die Biblioteek- en Inligtingsdiens gehuisves word.

  • DvO-geakkrediteerde tydskrifte: Suid-Afrikaanse tydskrifte wat deur die Departement van Hoër Onderwys en Opleiding goedgekeur word (ooptoegangstydskrifte met groen ingekleur).
Bykomende ooptoegangstydskrifte kan geïdentifiseer word deur middel van databasisse en portale in die Biblioteek se lys van e-databasisse. Ooptoegangsdatabasisse en –titels word deur die ooptoegangslogo aangedui.

Hoe kan ek die geldigheid van ’n ooptoegangstydskrif kontroleer?

Die betrokke tydskrif behoort op die Directory of Open Access Journals (DOAJ) gelys te wees. Let ook op die volgende:
  • Die tydskrif moet ’n behoorlike webblad en URL hê waarop die volgende inligting verskyn: kontakbesonderhede, redaksionele span, redaksionele raad, adviesraad, dekking en fokus, proses van eweknie-evaluering (dit moet ’n volledige proses wees), hoe gereeld die tydskrif verskyn, ooptoegangsbeleid, riglyne vir outeurs, inligting oor die uitgewer, argief van vorige uitgawes, kopieregbeleid.
  • Die tydskrif moet verkieslik ’n internasionale redaksionele raad hê.
  • Die tydskrif moet ’n geldige aanlyn-ISSN hê wat by die internasionale ISSN-sentrum in Frankryk geregistreer is.
  • Artikels in die tydskrif moet van goeie gehalte wees met volle besonderhede van deeglike navorsing.
Let asseblief daarop dat artikels wat uit die Ooptoegangsfonds befonds word, geen beperking ten opsigte van toegang (bv. tydelike embargo’s) mag hê nie.

Kan die Ooptoegangsfonds ook vir ander formate as net ooptoegangstydskrifartikels gebruik word?

Ja, die Fonds dek ook monografieë (boeke of enkelpublikasies) en konferensieverrigtinge.

Wie kom in aanmerking vir befondsing uit die Ooptoegangsfonds?

Die applikant wat om befondsing vanuit die Fonds aansoek doen, moet ʼn geldige US-personeellid wees of tans by die Universiteit as student ingeskryf wees. Dit sluit in:
  • Fakulteitpersoneel (akademies of steundienste)
  • Navorsers
  • Nagraadsestudente (honneurs, meesters, PhD, ná-doktoraal)

Wat is die prosedure vir die betaling van fondse wat aan ’n applikant toegewys is?

Ná goedkeuring van die aansoek om befondsing volg die Biblioteek een van die volgende prosedures:

  • Die Biblioteek betaal die toepaslike fondse direk aan die uitgewer van die betrokke ooptoegangartikel oor, hetsy per kredietkaart of bankoordrag.
Of
 
  • Indien die outeur(s) die outeursfooie betaal het voordat daar om befondsing aansoek gedoen is, sal die Biblioteek die outeur(s) vergoed.
Of
  • Waar befondsing van Biomed Central (BMC)-artikels betrokke is, sal die Biblioteek, ná goedkeuring van die aansoek, aan die hoofapplikant die betrokke BMC-institusionele kode verskaf om die artikel  aan BMC voor te lê binne die bestek van die Biblioteek se institusionele lidmaatskap.

Kan ek my aansoek om befondsing aan die Biblioteek voorlê voordat ek my artikel aan die betrokke uitgewer voorlê?

Ja, dit mag gedoen word, maar direkte betaling deur die Biblioteek sal eers gedoen word nadat die betrokke artikel vir publikasie aanvaar is. Die uitgewer se bewys van aanvaarding moet aan die Biblioteek voorgelê word voordat betaling sal geskied.
In die geval van BioMed Central (BMC)-artikels sal die Biblioteek die BMC-institusionele kode aan die applikant(e) verskaf ná aanvaarding vir publikasie deur BMC.
